Marketing to Arab audiences in Israel: costs and approach in 2026
In Israel in 2026, campaign management typically costs ₪1,500–₪3,000 a month with a freelancer and ₪3,000–₪7,000+ with an agency, according to price surveys published in Israel in 2026 (checked October 2026), and campaigns for Arab audiences are priced in the same ranges; when we checked in October 2026, most agencies specialising in the Arab sector did not publish prices. At Nava Digital, managing a campaign in Arabic, Hebrew or both costs ₪2,000–₪3,500 a month, plus an ad budget from ₪2,500 paid directly to the platform, and campaigns go live within days. Ads, landing pages and bots are written natively in local Arabic by a team that speaks both languages, not translated.
What does advertising to Arab audiences in Israel cost in 2026?
Advertising to Arab audiences costs the same as any campaign, a management fee plus an ad budget; with us ₪2,000–₪3,500 a month for management and a budget from ₪2,500.
The difference is not the price but the work: ads written in Arabic rather than translated, a landing page and bot that answer in the customer's language, and channels chosen to match how the audience searches and scrolls. The table shows our price for each part next to general market ranges for campaign management.

How large is the Arab population in Israel?
According to Israel's Central Bureau of Statistics, on the eve of Independence Day 2026 about 2.157 million Arabs lived in Israel, 21.1% of the population.
This is an official figure, published in the CBS release of April 2026. For a brand it means roughly one resident in five, many of whom read, write and search in both languages.
The number alone does not tell you how much you will sell, and we will not promise conversion rates. It does tell you that a Hebrew-only campaign gives up a large audience from the start, and that a good Arabic ad can reach people a translated ad misses. The reverse is also true: an Arab-owned business that advertises only in Arabic gives up most of the market.
Why not just translate the campaign from Hebrew?
Because a literal translation sounds like a translation, and readers notice within a second.
An ad translated from Hebrew into formal Arabic reads like an official letter. In business, many Arabic speakers in Israel use spoken Arabic mixed with Hebrew terms such as שיווק (marketing), עוסק (registered business) or סליקה (card processing). An ad written that way sounds like a local business talking to them, not a company that ran a translation.
We write each language separately: the message, examples and objections differ between audiences, and the same offer can take a different angle in Hebrew and in Arabic. If the campaign leads to WhatsApp, the bot also answers in Arabic, so a customer who clicked an Arabic ad is not met with a Hebrew reply.
Where to advertise to Arab audiences in Israel, and what it costs
In our Google Keyword Planner check in October 2026, Arabic-language Google searches for business services in Israel were very low, so most Arabic work fits Meta, TikTok and WhatsApp.
In practice, a Google campaign for Arab audiences is usually built on Hebrew keywords, because Arabic speakers also search for business services in Hebrew. On Facebook, Instagram and TikTok you can target by language and region, and Arabic ads and videos work fully there.
| Channel | Why it fits | Our cost |
|---|---|---|
| Meta (Facebook and Instagram) | Targeting by language and region; ads that open WhatsApp | ₪2,000–₪3,500/month + budget |
| TikTok | Younger audiences and short Arabic video | ₪2,000–₪3,500/month + budget |
| Hebrew keywords, ads tailored to the audience | ₪2,000–₪3,500/month + budget | |
| A conversation in the customer's language from the first message | Bot ₪3,500 one-time |
According to Meta's pricing page, when a customer arrives from an ad that opens a WhatsApp chat, all messages are free for 72 hours.
One bilingual campaign or two separate campaigns?
On a small budget, one campaign with Hebrew and Arabic ads works; when the Arab audience is the main target, a dedicated campaign with its own budget is better.
In a shared campaign the platform allocates budget to whatever performs, and sometimes drifts toward one audience. A separate campaign lets you control how much reaches each audience and compare them cleanly. With ₪2,500 we usually start with one campaign and split once there is data.
Either way, each ad is tagged by language, so Google Analytics and Meta's reports show which language each lead came from. Decisions about where to add budget are then based on numbers, not instinct.
Arabic landing pages and bots: why they matter
An Arabic ad that leads to a Hebrew page loses some customers; an Arabic landing page (₪1,000–₪1,500) and a bot that answers in Arabic (₪3,500) close the gap.
A customer who clicked an ad in their language expects to continue in it. An Arabic landing page, written for the audience rather than translated, keeps that continuity. The same on WhatsApp: our bot detects the language the customer writes in and replies in it, 24 hours a day, handing over to you when needed.
A full Hebrew and Arabic website is close to two sites, with correct hreflang so Google shows each audience its own version. With us it starts at ₪2,500, usually ₪2,500–₪4,000.
How to measure a bilingual campaign
Set up Meta Pixel and Google Analytics, tag every ad by language, and count leads, not just clicks.
Without measurement you cannot tell whether the Arabic ads perform better, worse or the same. We set up tracking before launch, including WhatsApp clicks and form submissions, and split the report by language.
In the regular report you see the cost per lead for each language and channel. If one audience brings cheaper leads, we recommend moving budget to it; if one does not work, we say so and suggest changing the message or channel.
5 common mistakes when advertising to Arab audiences
The common mistakes are literal translation, a Hebrew landing page for an Arabic ad, Google campaigns on Arabic keywords only, slow WhatsApp replies, and measurement that does not separate languages.
- Literal translation into formal Arabic: it sounds official and distant. Readable spoken Arabic with the business terms the audience uses works better.
- An Arabic ad that leads to a Hebrew page: the customer clicked in their language and got stuck halfway.
- A Google campaign on Arabic keywords only: search volume is very low and the budget reaches almost no one.
- Slow replies: an ad that opens WhatsApp without someone answering quickly, in the customer's language, wastes the click.
- No measurement by language: you cannot tell which audience brings leads, or at what cost.
Each of these mistakes costs money without showing up in the report. The fix is usually simple and relatively cheap: native writing, a landing page in the right language, and a bot that answers immediately.
Targeting by region: the north, the Triangle, the Negev and mixed cities
On Meta and TikTok you can target ads by region and town, so a local business does not have to pay for exposure across the whole country.
A business in Nazareth, Sakhnin or Umm al-Fahm usually serves its own area. Instead of a national campaign, ads are focused on the towns and radius where customers are, and in a mixed city you can run Hebrew and Arabic ads in the same area. The budget then goes to people who can actually come.
The message changes by region too: place names, travel times and opening hours that fit the local audience. We work from northern Israel and know the area, but serve businesses across the country, since most of the work happens online and on WhatsApp.
How to choose a marketing agency for Arab audiences in Israel
Check five things: native Arabic writing rather than translation, published prices, measurement by language, accounts owned by the business, and real bilingual work.
- Native writing: ask to see an Arabic ad and a Hebrew ad for the same offer. They should differ.
- Transparent pricing: management fee, budget and landing page, each separately.
- Measurement by language: how will you know which language each lead came from?
- Account ownership: ad account, pixel and Google Analytics in the business's name.
- Real work: a website or store that runs in both languages, and a bot you can message.
- No promises: nobody controls the algorithm, and anyone promising a number of leads is not being straight.
How do you know we really work in Arabic?
Because you can check: this site exists in Hebrew and Arabic, and so does our work.
Every page on the Nava Digital site is also written in Arabic under /ar/, not machine-translated. Roselia, a beauty store with more than 12,000 products and an AI shopping assistant, runs in Hebrew and Arabic, as does Lumière, the dental clinic demo site we built.
Our WhatsApp chatbot answers in Arabic, Hebrew and English, and you can message it to see. We would rather you check for yourself than take our word for it.
How long does it take to launch a campaign?
A campaign goes live within days; an Arabic landing page adds 3–7 working days, and a WhatsApp bot one to two weeks.
- Days 1–2: diagnosis, proposal and a message for each language.
- Days 3–7: ads in both languages, a landing page if needed, tracking setup.
- Week 2: launch and learning phase.
- Weeks 3–4: cost per lead by language starts to settle; optimise and split budget.
